When the same effort is not given to military spending, that is just complacency
While social and infrastructure spending is great. And having between 6000 and 10,000 km worth of speed rail sets a global record. The fact that the same kind of pursuance for excellence is not applied to SSBNs and ICBMs is just plain complacency. The Middle East is often governed by complacent rulers. They are simply satisfied with being the world's largest oil exporters much like China aims for the title of worlds largest exporter of consumer products. But OPEC nations lack self reliance outside energy. Which explains why so many of them are occupied by foreign militaries. If the united states drums up an internal rebellion inside the Middle East? What could they possibly do? The most they could hope for is a terrorist attack against the united states. Which is a feasible option. But would it not have been better to have been able to meet them on the field like back during the days of Jihad? Bullet trains, oceanic bridges, underground tunnels? Only if they are hiding nukes.
