Bullsh!t. Internal stability is a lame duck

  The only concern China has is geopolitics. Internal stability is a non-issue. There is so much job creation in the economy that the military is having a hard time crowding out the civilian sector for new recruits. Who needs internal security when you have military security. You build weapons to shoot at foreigners not at your own. Who ever comes into power will be able to inherit those weapons to propagate a strong China. That is the kind legacy that you want to pass on.
