Nuclear weapons are cheaper to maintain than a standing army
Soldiers need constant upkeep. Annual salaries, benefits, insurance policies, pensions, etc. ICBMs dont ask for raises, they dont have general strikes, they dont get tired, or get paid over time. Doesnt require that many technicians and engineers to keep and maintain a nuclear stockpile. Its like automation. Its cheaper to have a self automated factory than an army of factory workers in the long run. The benefits of a nuclear stockpile far exceed the cost. One billion RMB worth of ICBMs has more military effectiveness than one billion RMB worth of type 95s, or one billion RMB worth of Type 99s, or one billion RMB worth of J20s.
Libya can still win
Qaddafi needs to destroy rebel strongholds and makes sure they are defeated. Without western troops on the ground, it would be difficult for them to make any gains. The west is hoping that rebel forces can make the gains themselves. But this then becomes like the Bay of Pigs where the rebels lack the military power and the resolve to do any of this. They will get crushed whenever they get confronted by real Libyan soldiers. Its not simply that the rebels lack armor. Support is low, and so is training.
But the west still wont win.

200 to 300 megaton isnt a lot
A single tsar bomb was over 60 megatons. If anything, the nuclear arsenal should be between 200 to 300 gigatons.

Without a ground invasion, it would be difficult if not impossible to overthrow the current government
The sudden act of western aggression is most likely due to fear that the rebels would soon be overrun. Its difficult to remove Gaddafi relying simply on rebel forces alone. They simply dont have the support and manpower needed for it. The man has no legitimacy when he has been effectively removed by his own people. Western aggression hardly makes that act of rebellion appear genuine. Thus aggression in the form of missile and air strikes is simply not enough. There needs to be some kind of physical force on the ground to remove him. But obama is already unpopular. His domestic policies are a failure and his foreign policies have no support except from the usual suspects. Thus the result is just blind aggression but far too limited to produce results.

East Asian modern human skeletal remains (Liujiang, Liuzhou, Guangxi, China; Shandingdong ManPeking Man) Zhoukoudian's Upper Cave; and Minatogawa in Okinawa) dated to between 10,175 to 33,200 years ago, and finds lack of support for the conventional designation of skeletons from this period as "Proto-Mongoloid"; this would make Neolithic sites 5500 to 7000 years ago (e.g. Banpo) the oldest known Mongoloid remains in East Asia.
Where ever it is Asians came from. They didnt go from Mongolia to China. They went from China to Mongolia and everywhere else.

Thats just the honest truth
The Chinese military is never looking over its shoulder to see what the Japanese are building and then thinking to itself. Oh my, we have to build something to counter that. Its always. What is the us going to give to Japan, and then what will China build to counter that.

The EU is China’s biggest trading partner, while China is the EU’s largest source of imports
So of course Europe is China's largest trading partner. Its the biggest destination for Chinese products.
